Evaluating impacts from noxious facilities: including public preferences in current siting mechanisms

Article Abstract:

A procedure to measure social trade-offs in the siting of a noxious facilities, specifically solid waste landfills, was developed. The method uses the contingent valuation method. The method for ranking potential noxious facility sites involves measuring public preferences on natural resources and community impact through data gathered in an in-person, paired comparisons survey. A site scoring mechanism was developed based on coefficients on selections. The preliminary sample was composed of 1,151 Rhode Island respondents.

Estimating willingness to pay and resource tradeoffs with different payment mechanisms: an evaluation of a funding guarantee for watershed management

Article Abstract:

A theoretical model developed shows that the ranking of policy packages can be influenced by institutional context implied by the payment vehicle. Such situation can occur with the use of either a monetary scale or a nonmonetary, preference-function scale. Respondents offered with a funding guarantee opted to receive the described amendment package at a different rate than respondents for whom no guarantee was presented. The willingness to pay attitude of respondents is found to be influenced by funding guarantee.
