Improving on the steady state in the state-dependent enforcement of pollution control

Article Abstract:

An improvement on the optimal state-dependent enforcement of pollution control model which reduces steady state expected annual social cost below the level achievable by a static enforcement approach is presented. By selecting a value for the initial proportions of firms in the two groups that is different from the long-run equilibrium values, the expected present value of social cost can be brought below the level attainable in a purely stationary model.

Stock pollution, child-bearing externalities, and the social discount rate

Article Abstract:

A multi-generational model has been designed to show Pareto efficiency is achieved when the present values of a child's and a child's descendants' future pollution taxes are added. The model is actually an extension of the Pigouvian taxation concept, except that a child-bearing tax policy is included. The approach can also be adopted in other applications, including waste treatment, economies of scale, and technological change.
