On-farm leaf composting and mulching

Article Abstract:

New Jersey municipalities have resorted to composting and mulching alternatives such as on-far application after the state passed legislation banning the landfilling of municipal leaf waste. Because of this, a need to regulate mmulching and composting operations of leaves arose. Consequently, mulching and composting operations were categorized into three namely, the more than 20,000 cubic yards of leaves per year facility which must secure a permit, the facilitiy that accepts less than 20,000 cubic yards of leaves per year which may file for permit exemption and the on-farm mulching and composting of leaves which require no permit and information to be submitted to the state's Dept of Environmental Protection and Energy.
