On the dynamics of the regulation of pollution: incentive compatible regulation of a persistent pollutant

Article Abstract:

The dynamic Kwerel scheme does not show a completely anonymous regulatory mechanism as compared to the incremental surplus subsidy (ISS). However, the dynamic Kwerel scheme obtains the full optimum trajectory of emissions as firms undertake truthful disclosure of their cost functions. Furthermore, the dynamic Kwerel scheme may be use for regulation of emissions from numerous firms where the ISS scheme is effective in regulating a monopolists.
