Oregon MSW composting plant suspends operations

Article Abstract:

The Riedel Oregon Compost Company Inc announced on Jan 22, 1992 that it was suspending operations of their 600 ton/day solid waste composting plant in Portland, OR. The plant was experiencing a monthly negative cash flow of over $200,000 and was unable to obtain financing for a $3.5 million odor control improvement required by the Oregon Department of Environmental Quality. The outcome of negotiations between Riedel and Credit Suisse, guarantor of the $25 million in revenue bonds used to construct the plant, are not yet out, although Credit Suisse reiterated its commitment to environmental projects.

Financing a recycling/MSW composting facility

Article Abstract:

The financing of modern recycling/municipal solid waste composting facilities is discussed. A project to install a facility through credit enhanced tax- exempt municipal bonds will typically involve a public entity, a developer, a credit provider and an investor. The interests of and the risk allocations among these various parties are discussed. Balancing the risks and the interests of the four parties is the key to successful financing of recycling/municipal solid waste composting facilities.

Cost calculations at MSW composting sites

Article Abstract:

The amount of funding available to a community often dictates the type of composting project for its solid wastes. A comparison of ten municipal solid waste composting projects in Delaware, Minnesota, Wisconsin, Florida and Texas is made noting capital costs, funding sources, annual income, load capacity, curing time and type of composting done. Analysis shows a range in the level of technology used proportional to capital funding.
