The US Postal Service Headquarters in Washington, DC, instituted the Saving of America's Resources (SOAR) recycling program in Oct 1990. The program source separates and collects a variety of recyclables from office paper to laser printer cartridges and softdrink cans. The program, a compliance with a state law requiring all businesses to recycle, has brought down disposable waste stream at the headquarters by about 40%. It will serve as the model for office-based recycling in all Postal Service operations nationwide.
