The design of dynamic tradeable quota system under market imperfections

Article Abstract:

A dynamic tradeable quota system's market power with borrowing and banking of quotas directs to a nonoptimal distribution of reduction across agents. Moreover, the quota system may decrease the efficiency loss from market power, thus, resulting in a distribution of reduction across agents that lead to a more or less cost-effective result. Nevertheless, a nonoptimal distribution of abatement across periods will be generally produced from the quota system.

Can carbon tax eat OPEC'S rents?

Article Abstract:

The optimal emission tax for a stock pollutant flow is considered when the pollutant flow is also regulated by a resource-exporting cartel. The possibility arises that net benefits at the expense of the cartel can be obtained by the coordination of taxation and the pollution problem.
