The price of pollution: a dual approach to valuing SO2 allowances

Article Abstract:

An evaluation of the sulfur dioxide (SO2) emission allowance given to utility plants that are required to limit such emissions under the 1990 Clean Air Act Amendments is presented. Based on data from Wisconsin coal-burning utilities and a nonstochastic output distance function, it is determined that the estimated shadow price of SO2 emission of the subject utilities is significantly lower than than the actual price at which the allowances were traded.

Measuring the benefits of air quality improvement: a spatial hedonic approach

Article Abstract:

The principles and procedures for estimating a hedonic price housing model, to measure the marginal value of improvements in sulfur dioxide (SO2) and nitrogen dioxide (NO2) concentrations, are put forth. The results show that SO2 pollution levels had a significant impact on housing prices while NO2 did not.
