The governments of Arab states in the Gulf are advised to focus on the education and motivation of young men, with prioritisation of economic development to ensure work can be found for them if they are to avoid instability in the future. It is predicted that increasing populations and a decline in living standards could result in a generation of Arab men who demand change.
