Puerto-Rico born Aida Alvarez is the first Hispanic chief of the Small Business Administration and the first SBA chief to serve in the President's cabinet. Ms. Alvarez plans to make the SBA more responsive to the needs of small businesses by providing some form of financial management service.

Women lead the modest jump in Hispanic political representation

Article Abstract:

The 1992 Census of Governments revealed that only 1.2% of local elected officials were Hispanic Americans, even though Hispanic Americans represented 9.2% of the population. The number of female Hispanic American elected officials increased from 18.4% to 22.6% between 1987 and 1992.

Campaign finance reform is imperative if incumbents and challengers to a political post are to have equal opportunity. Big contributors to campaigns do so to influence decisions made by Congress or to gain access to members of Congress.
