Do drunk drivers pay their way? A note on optimal penalties for drunk driving

Article Abstract:

Drunk driving should be combated with heavier fines if it is to be reduced to optimal levels, following a calculation of penalties incurred by drunk drivers, and risks imposed on their victims. This analysis assumes that drunk drivers are conscious of the danger they create, and it may be true that young adults especially underestimate the risk involved in drunk driving. If this is so, community education programs could substantially reduce the amount of drunk driving. The issue could also be tackled indirectly, for example, through improving public transportation systems.
