Slaying the CAP monster

Article Abstract:

The Common Agricultural Policy (CAP) was created to maintain open internal borders so that food could move freely within the European Community. Unfortunately, it was based on German policies and price levels that are commonly considered as extremely protectionist. The CAP keeps out foreign competition, takes about 60% of the EC spending annually, and is seriously hurting farmers in countries with markets overflowing with EC surpluses and food aids. Although the CAP is generally unpopular, efforts to change it have yet to meet success, mainly because of pressure group power, electoral politics, the complexity of policies, the substantial cash transfers generated by CAP, and the interaction between Brussels and the national capitals.

No safety net

Article Abstract:

The Marine Mammal Protection Act was deemed unfair by the General Agreement on Trades and Tariffs (GATT) in a dispute raised by Mexico. This incident illustrates how GATT endangers national, state and local environmental regulations in the name of international free trade. GATT serves the interests of multinational corporations and is not accountable to any democratic body.
