Police profiteering: are cops addicted to drug money?

Article Abstract:

Law enforcement agencies benefit from forfeiture provisions of drug laws. Property obtained through seizures supplement police budgets. The seizures could be considered a violation of civil rights, yet 51% of Americans believe they are necessary for drug control.
