Article Abstract:

Ruml was the man credited with introducing the withholding tax to support US participation in World War II. This resulted in reduced paychecks every payday for wage earners. Ruml's proposal was adopted by the government because the burden of taxation became less visible to taxpayers.

The increasing level of taxation imposed by the US government in 2000 is discussed. Historical revolts against the tax burden are described and ways of reforming the tax system in 2000 are presented.
