Indefensible?

Article Abstract:

Because 46 percent of Great Britain's budget is represented by equipment acquisitions (primarily for defense), government accounting standards should redefine these acquisitions as capital assets (which should be budgeted) rather than as consumable assets (which are accounted for as current expenses). Private industry classifies equipment acquisitions as capital expenditures. Following this approach, accounting for defense expenditures by the British government would have to change from the current "Administrative Budgeting" procedures, which merely attempt to ensure that funds are spent in compliance with appropriation decisions, while quantifying the amount of productive capacity that can be earmarked for social expenses. Current government accounting practices in Britain force the Ministry of Defence to account for equipment expenses in the year incurred, rather than spreading such expenses over the useful lives of the assets acquired. This type of accounting constrains the British government from acquiring up-to-date asset replacements (such as Type 23 frigates to replace the Leander frigates, built in the 1960s using 1950s technology).

Corn in Cobb: Georgia

Article Abstract:

Conservative Cobb County, Georgia was once again in the news after a chapter on evolution in a science textbook was removed from the fourth grade curriculum. This and other conservative moves have caused the county to be ostracized by the Olympics but economically the county is in a growth spurt.
