Article Abstract:

The US Treasury Dept.'s reports are inadequate, making a mockery of the Constitution's provision that the Treasury make periodic accountings of federal monies under the aegis of Congress. Two-thirds of the U.S. budget now lies outside of the purview of Congress.

Article Abstract:

The actual federal surplus was not $237 billion in FY 2000 as widely believed but only $18 billion, and the US is actually $5.747 trillion in debt when trust fund debts are added. Proposals for avoiding a potential financial disaster are presented.
