Unions nationally have struggled to shore up sagging membership as manufacturing jobs disappear and many white-collar jobs head overseas. California leads the country in unionizing health-care and public employee workers, but those gains have not come easily.

California budget: the toil of summer

Article Abstract:

The fiscal year on July 1, 2004 began without a state budget in California causing unhappiness among the lawmakers and citizens. The budget was not approved on time, as against Republican Governor Arnold Schwarzenegger's repeated promises.
