'Civil society' and the limits of democratic assistance

Article Abstract:

The correlation between 'civil society' and democracy might be spurious, both phenomena being shaped by deeper social processes related to modernization and individualization and in the absence of such changes, the development or promotion of an active civil society will not necessarily result in democratization and democratic consolidation. Democratic political institutions are likely to see a degree of social apprehension and delegitimization.

Towards a multicultural civil society: the role of social capital and democratic citizenship

Article Abstract:

Creation of a civil society, or tolerant self-organization, is dependent on the development of social capital. Social capital is a product of a mutual exchange of powers between the public and the state, in which neither entity has dominance over the other. This generalized reciprocity, enabled by a liberal democratic constitutional structure, allows the state and the public to govern effectively.
