Derailing initiatives (before they reach the ballot)

Article Abstract:

An account of the derailment of the California Medical Assn (CMA) initiative to put a universal health insurance provision on the Nov 1992 ballot is narrated. The group's campaign was spearheaded by the Consumer Health Insurance Coalition, an alliance of health insurers and small business groups. CMA's initiative would have put some six million Californians without health insurance under coverage. The organization apparently buckled down to the coalition's pressures when it announced that it was abandoning its plan after the state said it was facing a $3 billion deficit due to the recession.

The Supreme Court vs. the Legislature

Article Abstract:

Proposition 140 would have serious effects on the job security, budget and pension plans of state legislators. It was not surprising, therefore, that legislators howled in protest against the Oct 1991 decision by the CaliforniaSupreme Court upholding Proposition 140. The decision forced the Legislature to cut the budget of the state Supreme Court by the same percentage as the cut enforced on the Legislature by Proposition 140. Observers have expressed concerns about the possible implications of such a move on an unbiased Supreme Court.
