Did 1992 herald the dawn of Latino political power
Article Abstract:
Results of the 1992 state elections in California showed an increase in the number of Latinos holding seats in the state Assembly. Latinos now hold ten seats in the state Legislature, with seven Latinos in the Assembly and three more in the state Senate. The redistricting of California's districts, ordered by the state Supreme Court, certainly helped the Latinos. However, it was the growing political awareness of the Latino community that proved a big factor in the Latinos' electoral success.

Article Abstract:
California Journal's 'The Capitol Game' is a role-playing game designed to reflect the varied experiences of a new member of the California state Legislature. Strong emphasis is placed on choices and how they affect the novice politician's fate. The aim is not to be the first player to steer a bill through the legislative process, but to gain an insight into this process and to earn the governor's signature. The game is most effective as a group activity, although it can be played alone.

Bill Baker won a seat in Congress representing communities in the eastern San Francisco Bay area after 12 years in the California Assembly where he made his mark as an outspoken Conservative. His prospects for success as freshman Congressman will depend on how he positions himself within the context of Democratic control of both executive and legislative branches.
