Controlling costs and improving access - solving the health care dilemma

Article Abstract:

Americans believe that health care must be made accessible to everyone. But the problem lies in financing and enforcing the program. Pres Bill Clinton vowed to formulate legislation that would address the issue and advocated the implementation of a managed care system. Critics argue that managed care will not work because of the public's ignorance regarding health policies and the lack of adequate choices. They suggest that public policy address the insurancesupplier's financial behavior rather than that of the consumer.
