Protecting the environment - but at a cost

Article Abstract:

Businesses have expressedtheir objections about AB 2588, also known as California's toxic hot spots bill. The law mandates the California Air Resources Board to collect information from businesses statewide on emissions of toxic materials into the air. Businesses contend that the program is too costly and protest the need to conduct inventories every two years even when previous ones revealed minimal toxic air discharges. Environmentalists approved the provision that the public should know about toxic air emissions while industrialists noted that the law has caused businesses to reduce their toxic emissions.

Cooperation, not confrontation

Article Abstract:

Sustainable management of California's natural resources requires close cooperation between government agencies and the special interest groups. Controversy and coercion often defeat the basic purpose of conservation. The success of habitat conservation, water, and wetland management in California demonstrate cooperation among interest groups and the authorities at different levels. Responsible advocacy can be seen in the Environmental Defense Fund's efforts on the in Bay Delta agreement and the Nature Conservancy's work in habitat conservation.

The centering of the movement

Article Abstract:

Environmental groups are being pressured to make compromises with a government that is generally hostile to environmental regulations. Some groups have decided to band together to fight the onslaught of anti-environment regulations, but they have reported difficulties in uniting their strategies and philosophies. Groups in California, in particular, are feeling frustrated about their inability to repel the environmental policy reforms being advocated by Gov. Pete Wilson.
