Infrequent assessments distort property taxes: theory and evidence

Article Abstract:

A compare-and-contrast methodology is used to evaluate short-term versus long-term lags in property reassessments. Evidence supports the theory that short-term lags increase property tax collections as they lower tax prices, while long-term lags decrease collections as the aggregate assessed base is reduced.
