Is California driving business out of the state?

Article Abstract:

Numerous business and environmental regulations, high workers' compensation costs, inadequate local and state revenues, decreased worker quality and declining educational quality have caused many firms to leave or expand outside California. California has lost 708 manufacturing plants through relocation or out-of-state growth from 1987 through 1992 according to the 'California Migration Study' by California's major utilities. Other studies believe the job losses have been the result of the national recession or the result of a change from a manufacturing industry economy to a service industry economy.

With schools becoming towers of Babel, California stumbles along without a state bilingual education program

Article Abstract:

About 1/3 of the students in California school speak a language other than English and require specialized instruction. Some 75% speak Spanish, and the remaining 25% speak a variety of languages. There has been no state bilingual education program since 1987, and parents are dissatisfied with the conglomeration of programs supported by federal funds. State Sen Henry Mello has introduced SB 33, which would establish a coordinated program for English learners.

Brave new world: Will genetic research create a new field of discrimination?

Article Abstract:

A genetic research program, Human Genome Project (HGP), started in 1990 is working towards unravelling human genetic code for medical and legal purposes. Genetic research has raised many moral and ethical questions. Many employers and insurance companies insist on having genetic tests of employees. There is a great danger of genetic discrimination in work places.
