Market failures in real - time metering

Article Abstract:

Setting real time prices for electricity using Real Time Meters (RTM) could bring important benefits to customers, getting them to recognize the cost of electricity that they are using. Sensitizing the customers to electricity prices will reduce the incentives of electricity generators and marketers to flex their market power during peak demand periods. When utilities can meet their obligations to serve customers under an exogenously set price, the market would adopt the optimal amount of RTM without policy intervention.

Settling utility rate cases: an alternative ratemaking procedure

Article Abstract:

Utility rate case becomes the forum where periodical adjustment of the terms of the contract between utility and customers are made in response to changing market conditions. A formal regulatory hearing process precedes the decision for adjustment whereas the informal negotiated settlement allows the parties to make tradeoffs across the issues and helps them to be better off. The settlement approach also helps to expedite the regulatory process, and leads to creative solutions that are not possible through litigation.
