Proposition 208

Article Abstract:

The Proposition 208, a reform measure drafted by campaign finance reformers, is creating problems in campaign financing. The provisions in 208 are cross-wired, and the reforming actions of the authors and the supporters of 208 are misguided. The measure allows various interest groups to control the entire campaign through independent expenditures which are unaccountable by law to candidates, political parties and public. The lawmakers and lobbyists are getting worried about problems created by the interaction of the measure, the uncertainty over term limits and the advent of open primary in 1998.

Dueling liberals

Article Abstract:

Planning and Conservation League Exec Dir Gerry Meral is proposing an ambitious air-quality program that will depend on tax credits to fund reductions in air pollution. The brilliance of his approach, however, would generate a total of $218 million a year in tax credits from 1998 to 2008 of which a portion would go to an already heavily subsidized biomass industry. Thus, California Tax Reform Assn Lenny Goldberg is challenging Meral and his proposition in three areas.
