Reading policy reform lurches to consensus

Article Abstract:

The 1993 and 1994 testing of reading ability among California grade-school students reveals that the whole language-based instruction program adopted by most schools has left many students lacking in reading proficiency. The task force commissioned by the Superintendent of Public Instruction, Delaine Eastin, recommends an emphasis on more basic instruction. In Nov 1995, Eastin's office started drafting the policy document that will provide guidelines to school districts and teachers for the implementation of the task force's recommendations. Efforts are being made to implement the policy using $100 million allocated from the state's 1996-97 budget and an additional $95 million in local and federal matching funds.

Blind man's bluff

Article Abstract:

The passage of open primary initiative and Proposition 208 in 1996 have affected the campaign calculations such as fund raising. The candidates for gubernatorial elections, such as the US Senator Dianne Feinstein, avoid giving specific decisions about campaigns due to uncertainty about the initiatives. The open primary initiative allows primary voters to select candidates. Proposition 208 puts limits on the donations to candidates by individuals, corporations and political-action committees. It also regulates expenditures, transfers between candidates, and other forms of fund raising.

Article Abstract:

The imposition of limits on the tenure of legislators is changing the way lobbyists work and the role that they play in the legislative process. Term limits will make the entry of neophyte legislators a standard occurrence. Lobbyists will then have the responsibility of teaching institutional history to each new batch of lawmakers. Lobbyists are reacting to the change in different ways.
