Article Abstract:

The implementation of Proposition 209 is more difficult than the travails it went through before being passed as a landmark ballot initiative in California. The anti-race-and-gender preference initiative was approved by voters and was upheld by the federal courts as constitutional. Despite these, state courts have provided obstacles against its implementation. A case in point is Sacramento Superior Court Judge Lloyd Connelly's ruling that state personnel laws are not invalidated by Proposition 209. The decision is being appealed to the state appellate court.

Gun battle

Article Abstract:

Newly installed California Gov Gray Davis is sure to receive a number of gun-control legislation from his Democratic partymates in the legislature, but he will be well-advised to ignore them. Empirical evidence shows a lack of link between gun ownership and rate of crime in the state, nor do economic performance and demographics were behind the decline in crime rate. Controlling gun ownership will only deprive residents of a means of security from criminal elements, who anyway do not procure their guns from legitimate dealers.

Class size

Article Abstract:

Class-size reduction is one of the most popular measures that California has enacted for quite some time. As a result, the program is receiving a generous financial support from the government amounting to about $1.5 billion. However, experts say that the educational reform is not the solution to the problem of low student performance. According to Rochester Professor Eric Hanushek, the answer lies in teacher quality, not class size.
