Regulating service quality: A survey

Article Abstract:

The major insights that the economics literature offers with regard to the design of service quality regulation in public utility industries are reviewed. Generic service quality issues such as the service reliability, customer service, and the timeliness of new service installation in the electricity, telecommunications and water industries are presented. The instruments that public utility regulators employ to secure desired levels of service quality include minimum quality standards and financial penalties for sub-standard service quality.

Optimal price rules, administered prices and sub optimal prevention: evidence form a Medicare program

Article Abstract:

Pricing methodologies in Medicare vary from one component of the system to another, often leading to conflicting incentives. The study suggests that the pricing structure within aspects of the Medicare program is inefficient, underscoring the problem of regulatory myopia.
