Rookies of the year

Article Abstract:

The top rookies of the 1996 California assembly, according to the California Journal survey, are Sheila Kuehl and Charles Poochigian. Lobbyists describe Sheila Kuehl, a Democrat, as a brilliant legislator who understands policy and listen to others. Charles Poochigian, a Republican, is viewed as a strong defender of what he believes in with intellectual honesty. Other dominant stars are Tom Bordonaro Jr., Denise Ducheny, Kevin Murray, Keith Olberg, Jim Rogan and Antonio Villaraigosa. Brian Setencich and Rob Hurtt are also specially noted for their achievements.

Proposition 227 (Bilingual Education)

Article Abstract:

Proposition 227 was passed with 3,243,333 yes votes and with 2,091,449 no votes. It was authored by Silicon Valley executive and former Republican candidate for governor Ron Unz who analyzed California's bilingual teaching policy and pushed for reforms. Unz declared that only 5% of foreign-born students manage to learn English every year. Thus, he pushed for a limited one-year English instruction for foreign-born students. Despite the heavy spate of criticism and opposition coming from all quarters including the Hispanic community, the measure was passed.

Ron Gonzalez: City Hall veteran tackles San Jose's high-tech issues

Article Abstract:

When he was elected mayor of San Jose in 1999, Ron Gonzalez had already served a term as mayor of Sunnyvale and two terms on the Santa Clara County Board of Supervisors. His years of experience at dealing with Silicon Valley issues such as traffic and education have helped him to win votes for controversial but popular proposals that will benefit his constituents.
