Tall buildings on cheap land: building heights and intrabuilding travel costs

Article Abstract:

The optimal height of a building is influenced by the activities offered within the building. Intrabuilding travel costs are important for activities providing central services, such as food and medical care, to the tenants. Intrabuilding travel costs are fairly high for elderly housing facilities, hospitals, and hotels and motels. Tall buildings economize on these costs if the unit cost of horizontal travel is greater than the unit cost of vertical travel. Tall buildings can be efficient even if the price of land is fairly low. This theory of tall buildings explains why two adjacent companies with the same land prices may use differing capital-land ratios.

Siting noxious facilities: a siting lottery with victim compensation

Article Abstract:

Siting noxious facilities often presents a problem because of the objections of people whose land are situated near the noxious facility. This problem may be avoided by drawing lots in choosing a location and by compensating host-city landowners for the devaluation of their property. The lottery approach in selecting sites is much more sensible than the traditional scheme of advance notification because it increases support for the siting of the noxious facilities with less compensation of host-city landowners. It is proposed that the compensation scheme be financed by imposing a regional tenant tax and a tax on nonhost-city landowners.

Second-best policies for congestion externalities

Article Abstract:

A program of intensive land-use zoning is the second-best policy for overcrowding. The unit tax is impractical for controlling population. Radial transportation is an alleviating factor. Ignoring the cost-benefit rule will create welfare losses.
