The case for new federal budget concepts and benchmarks

Article Abstract:

The Congressional Budget office believes that the 2004 budget of the U.S. produced a deficit of $ 413 billion due to lack of fiscal discipline. A few simple solutions are enlisted to tackle this problem that include, creating a stabilization fund, establishing a capital budget and a balanced operating budget.

The status of performance budgeting in federal, state and local government is elaborated. The success of performance budgeting is judged within the context of the budget process rather than a budget outcome.
