The cost-effectiveness of alternative instruments for environmental protection in a second-best setting

Article Abstract:

The influence of pre-existing taxes and the extent of pollution abatement on costs and overall efficiency impacts of several environmental policy instruments were examined. The cost-effectiveness of emissions permits, emissions taxes, performance standards, fuels taxes and mandated technologies was tested using analytical and numerical general equilibrium models. Results indicate that the relative costs of various instruments depend crucially on the level of emissions reduction. Findings suggest that pre-existing taxes can undo the cost advantage of tradable permits over the other instruments.

Environmental regulation and labor demand: evidence from the South Coast Air Basin

Article Abstract:

Employment effects of significantly increased air quality regulation in Los Angeles, CA, are considered. It is argued that the local air quality regulations implemented in the period 1979 to 1992 did not bring about a large drop in employment. Indeed, they probably marginally increased labour demand.

Environmental risk and extended liability: the case of grren technologies

The level of prevention and compensation can be improved with extending liability, but it can cause the risk of bankruptcy. It also, analyzes the effects of risk, extending to banks.
