The issue of "choice": a voucher initiative goes before voters

Article Abstract:

California voters will decide the Parental Choice in Education initiative in a special election in Nov 1993. The initiative would provide a voucher of $2,600 per child that could be used for public, private or religious education. Supporters maintain that competing for funds will force public schools to improve. Opponents claim it will destroy public school funding and allow discrimination. The issue will be the focus of an intense campaign, and as of spring 1993 the opposing forces were better funded and better organized.
