The part-time legislature

Article Abstract:

The Californian Governor Arnold Schwarzenegger insists on a part-time legislature as full-time legislators produce endless amount of bills when they are not preoccupied with work or challenges. However, the question as to whether changing the Legislature to part-time status is a revision of the state Constitution or simply an amendment is to be sorted out by the courts.
