Who knows best? The creation of the citizen-initiated referendum in New Zealand

Article Abstract:

This article examines the pros and cons of citizen-initiated referendums, focusing on the case of New Zealand with comparisons to similar initiatives in California, Switzerland and Italy. The author explains the argument for referendum lies in the idea that democracy is based on the will of the people and therefore people should be allowed to vote on substantive issues regarding public policy rather than just voting for representatives; on the other hand are concerns about the ability of people to reach rational or fair decisions, with critics of initiative using social choice theory to attack democratic aggregation and using skepticism over the ability of democracy to be just or engender rational debates.
