Who's in charge?

Article Abstract:

California's ambiguous education governance system has been causing trouble in the system, causing the delay of some precious educational reforms. The state's current educational system is headed by Delaine Eastin, the state superintendent elected in 1994, and the Board of Education, headed by Yvonne Larsen. A review of education governance would reveal that such a structure of state education leadership has politicized education. To avoid any bickerings, elected superintendents and appointed boards must work within their constitutional roles. The superintendent may be superior to the state board but a landmark 1993 decision gave the latter more influence.

Teachers wanted

Article Abstract:

California Governor Gray Davis has placed strong emphasis on raising educational standards, particularly through ensuring that teachers are highly qualified. However, it is uncertain whether his efforts will be sufficient. There is a serious shortage of teachers in California, and most urban school districts make extensive use of uncredentialed teachers. There is particular concern that uncredentialed teachers are most commonly used in schools where there are large numbers of under-achieving students and students who speak only limited English.

College teachers as "freeway flyers"

Article Abstract:

Issues are presented concerning working practices in education and the lifestyle of teachers who are employed part-time. The difficulties for students and part-time teachers of building up working relationships is discussed.
