Clinton's health care task force takes shape

Article Abstract:

President Clinton's health care reform task force, led by his wife, Hillary, must conquer many hurdles to succeed. Tax break limitations on benefits for employees and employers depend on whether the tax cap is set too low, as that would mean new taxes for some people. To gain acceptance, a tax cap should be viewed by the public as fair with equal sacrifice. Garnering support from Republicans and Democrats to enact a health care reform plan remains the most difficult problem the task force must overcome.

Clinton's next moves; scoping out the White House on health care reform

Article Abstract:

Pres Bill Clinton needs to address a number of health care issues in 1993 when planning his administration's reform legislation. Issues that need to be addressed include providing universal access to coverage, controlling cost, planning managed competition, developing networks of care and providing incremental health care reform. Pres Clinton may also take action on women's health care, AIDs research and funding, community-based preventive and primary care and health education issues in 1993.

Leeway for states: revised waiver process may encourage state experiments

Article Abstract:

The Clinton administration has promised more flexibility in the Medicare and Medicaid waiver process, and this may lead to greater health care reform by state governments. The Health Care Financing Administration will ask the states for their input on requested waivers and will then develop a list of regulations for automatic approval. The administration is expected to favor limiting duplicate waiver awards, because Clinton wants to speed up the waiver process.
