Medical savings accounts: microsimulation results from a model with adverse selection

Article Abstract:

A study was conducted to analyze the possible results of bundling of medical savings accounts with high-deductible catastrophic health plans (MSA/CHP). The study also examined probable outcomes of making tax preferred MSA/CHP available in the employment-related health insurance market. Results indicated that an offering of MSA/CHP by employers would crowd out comprehensive coverage because of the premium spirals produced by biased enrollment into such plans.

Health insurance: the tradeoff between risk pooling and moral hazard

Article Abstract:

A study was conducted on the trade-off between the gain from risk reduction and the deadweight loss from moral hazard when selecting an optimal health insurance coverage. The trade-off was examined empirically by estimating the demand for health insurance and the demand for health services. The data came from a randomized controlled trial of cost-sharing's effects on the use of health services and on the health status for a general, non-elderly population.
