On what basis should health be discounted?

Article Abstract:

Whether, and on what basis, health programs should be discounted are questions considered, and the problem of formulating the time preference for health (TPRsubH) examined. Eliciting time preference rates for health is problemmatic because of the limitations in tradeability of health. Health care programs are difficult to evaluate economically, especially those for preventive care, because of the immediate incursion of costs, while benefits are gained some time in the future. Efforts in the area are needed, however, to help set priorities among competing health care programs.

But health can still be a necessity..

Article Abstract:

Health care tends to be perceived as a necessity by the general public and economists alike, although the evidence points to health care being a luxury in technical terms, as more resources are consumed the wealthier a society becomes. Since patients seek health rather than medical care per se, the income elasticity of health is important, and health itself may be a necessity whether or not medical care is a luxury. This can solve the problem of objections to a description of health care as a luxury on intuitive grounds.

Implicit versus explicit ranking: on inferring ordinal preferences for health care programmes based on differences in willingness-to-pay

Article Abstract:

Inferences regarding patients' preferences amongst health care programs are drawn based on willingness-to-pay method. For the purpose, data from respondents of six European countries is used.
