Health plans and selection: formal risk adjustment vs. market design and contracts

The demand for risk adjustment has not been of primary importance because of the small number of private employers that offer competing health plans. The demand for formal risk adjustment could increase in the future.

A demand-side view of risk adjustment

The efficient division of health plans among consumers is discussed. The findings of this study imply premium subsidies can provide several of the benefits of formal risk adjustment.
