The effect of methodological differences in two surveys' estimates of the percentage of employers sponsoring health insurance

Article Abstract:

The design of health care surveys has been found to create a substantial impact on their estimates, as revealed by a comparative analysis conducted on the Robert Wood Johnson Foundation (RWJF) Employer Survey and the National Employer Health Insurance Survey. Although both surveys were founded on relatively the same purposes, their estimates reflected significant discrepancies. These discrepancies may be attributed to the differences in cases and poststratification adjustments used in the surveys.

Population choice and variable selection in the estimation and application of risk models

Article Abstract:

Legislators must observe caution in using risk models in assessing the feasibility of health plans since they tend to generate inconsistent results. An empirical analysis involving three populations revealed that risk adjustment models that are founded on demographic and employment variables are non-transferable across generations. Such makes administrative variables virtually ineffective in anticipating future medical expenditures.

Medical savings account and research

Article Abstract:

Sen. Edward Kennedy and Rep. Bill Archer have agreed in principle that tests on medical savings accounts (MSA), which are integral parts of the Kassebaum-Kennedy bill, should be conducted. Tests on the viability of MSAs will be conducted on about 750,000 accounts as part of a demonstration project. Although viable in theory, researchers must develop accurate ways of testing MSAs to ensure its passage and general acceptance.
