When health insurance was federally cut for immigrants, states maintained health insurance for targeted immigrants, and immigrants obtained work for employers that provided health insurance.

Half of the rise in employee paid insurance premiums was caused by factors such as tax rates, more medicaid recipients, managed care, and increased costs.
