System failure?

Article Abstract:

Many believe National Health Service (NHS) reforms have failed due to cash shortages. However, a National Association of Health Authorities and Trusts survey reveals an increase in expenditure and patient throughput. General practice professor, Brian Jarman suggests technological costs and a larger number of elderly patients account for increased expenditure. Capacity use of the Emergency Bed Service suggests the NHS may be under strain.

Article Abstract:

Media pressure may force contractual changes for health workers regarding HIV status. United Kingdom Department of Health guidelines do not compel health workers to report infection. Health authorities devise individual policies. Some health authorities may revise contracts to compel disclosure. However, screening needs and effect on recruitment may inhibit change.
