CMA study: high HMO administration costs for Medicaid

Article Abstract:

A California Medical Assn study indicates that, contrary to commonly held assumptions, HMOs' Medicaid administration costs can be higher than states' and that HMOs do not necessarily improve primary care access for Medicaid beneficiaries. The study found that Medi-Cal's HMO contractors spend five times as much as the state to administer the program. The California Assn of HMOs said, however, that the higher costs improve the efficiency and quality of patient care.

Illinois hospice cut: sign of the times?

Article Abstract:

The Illinois legislature started denying Medicaid patients benefits for hospice care on Jul 1, 1995. Illinois is the first state to take this action. Hospice care, an optional benefit in 36 states, is generally seen as cost effective. The Illinois State Hospice Organization alleges that hospice care saved $14 million in 1994 for the state. The legislature took this action to balance the state's budget, despite evidence of the cost effectiveness of hospice care.

Illinois will extend timetable for Medicaid HMO startup

Article Abstract:

The Illinois Dept of Public Aid has extended its schedule for enrolling all its Medicaid insureds in managed care plans because of concerns raised by the Health Care Financing Administration (HCFA) in Nov 1994. The department will phase-in enrollments and postpone managed care plan assignments for insureds who did not choose any plan. Also, the HCFA is concerned about the creation of managed care networks for Medicaid patients.
