Clinton offers his Medicare blueprint

Article Abstract:

The seven-year economic plan released by Pres Clinton in early Dec 1995 purports to ensure the solvency of the Medicare Trust Fund through 2011 and a balanced budget by 2002. Medicare reductions of $124 billion and Medicaid reductions of $54 billion are the same as in the President's earlier proposals. Congressional republicans say the budget needs additional savings of $400 billion for the budget to be balanced. The GOP budget bill would reduce Medicare spending by $270 billion.
