Can the U.S. system rationally ration health care?

Article Abstract:

Rationing of health care has always been a fact of the medical profession, as the wealthy have always been able to afford better health care than the poor. However, thoughtful rationing of health care resources can provide better care for more patients. For example, outcomes research can be used to assess the necessary level of medical resources to successfully treat a given malady. Similarly, through educational efforts, public demand for costly heroic care can be minimized. These efforts would produce better care at lower costs than a government-controlled health care system.

End political battle over fetal research

Article Abstract:

Fetal tissue transplantation research has been delayed for a decade because of political debate over abortion. Congress has now passed legislation ending government interference in National Institutes of Health research. Opponents of fetal tissue transplantation research argue that it would encourage abortions. However, the legislation contains safeguards separating the decision to donate fetal tissue from consent to abortion.
