Hospital accident and emergency (A&E) units should develop treatment policies to clarify appropriate use of A&E resources. Some health professionals criticise inappropriate attendance. Publicising the strategy would guide the public. Independent nurse practitioners could attend to those needing routine care or reassurance.

The accident and emergency department at Rochdale Infirmary, England, uses NHS Direct for members of the public requiring medical advice over the phone. It was found that this approach reduced attendances at accident and emergency units and allowed staff to focus on patients in the department.
