For anyone thinking of modernising the NHS

Article Abstract:

The government's "Changing Childbright" program was to revolutionize the experience of childbirth for women and their families. Midwifery services were to be reshaped such that they meet the needs for women, not the convenience of health professionals. It was a policy that was reportedly built on a consensus and widely supported and launched by means of pilots in different areas. Cooperation and working together among agencies and the end of duplication were mentioned. But the program did not work because the innovators were beaten by the system they tried to reform.

Article Abstract:

The future of the National Health Service (NHS) under the direction of Virginia Bottomley is uncertain. Financial commitment to NHS reforms has ensured a successful start but funds may be limited to a 4% increase in 1992. NHS Trusts may have difficulties without extra finance as no decisions have been made on resolving financial crises. The size and remit of regional health authorities is also unresolved. The prospects for family health authorities and district health authorities is uncertain.

Health inequalities for all: Nurses who rush to join primary care groups may be in for a harsh lesson in the realities of rationing and budgeting

Article Abstract:

There is still confusion on the subject of rationing health care in spite of the White Paper, The New NHS, aimed at addressing the issue. Labour ministers have conceded that the variation in levels of quality and services throughout the country is unacceptable. The government's solution appears to involve resolving some glaring inequalities via national guidance, while giving control of local decisions to new primary care groups.
