GOP joins in push for kids' insurance: bipartisan support boosts chances of legislation this session

Article Abstract:

Two congressional republicans have introduced laws to provide health insurance for children, following democrats' lead for the 1997 agenda. Republican Sen. Orrin Hatch along with Democratic Sen. Edward M. Kennedy and Republican Sen. Arlen Specter have put forth proposals after Kennedy and Senate Minority Leader Tom Daschle had established the need for better access to insurance for the estimated 10.5 million American children that still go uninsured. An earlier bipartisan effort led to the passage of the health care reform bill, the Kassebaum-Kennedy act.

Make it possible for individuals to select own coverage

Article Abstract:

Many employer-sponsored health plans offer participants little choice and complicate that choice by frequent changes. Furthermore, managed care programs may set cost control over the obligation to give patients the treatment they need. A model program in which patients select their own treatment is the Federal Employees Health Benefit Plan. The AMA and members of Congress are looking for ways to reform health insurance laws and give patients more choice of health plans.

Time may be ripe for individually owned insurance

Article Abstract:

Individually selected and owned health insurance is a possible solution to health plan market woes. Since no single plan or delivery system is appropriate for all situations, the solution allows for plans that are responsive to individual needs. Plan ownership eliminates the limitations in employer-owned systems. The need for government regulatory intervention is also eliminated.
